Is There Currently a Free Google Phone?

Perhaps a couple of years ago, I used to regularly avail myself of free long-distance (and short-distance) phone calls over the internet -- in particularly using my Google email. Google put it up as a kind of beta-thinga-ma-bob. It was great. Then, out of the blue, I could no longer operate it. Does such a thing still exist? can you tell us how it may be put into effect? I miss those days. I just don't have the money for long-distance phone service.

I use my cell phone unless o am in a country that is killing me on fees and then I use Skype or I bounce through my works data connection and use thier internet phone service.

I have used Skype, but on the run it would be convenient to simply use the GMail phone.
