Changing Security Settings on your HP Computer?

Or any computer? Well, back to the normal frustrations of having a computer for me. I got the internet back in my place currently and I am having a ball with it! Only, it seems like no pages want to load except for MyLot. Which, of course, is a blessing and a curse. On the one hand, I can spend an unlimited amount of time here at MyLot.....On the other hand, sites as simple as Yahoo mail will not open.
Secure Connection Failed
This is the exact error code I am receiving:
An error occurred during a connection to mail.yahoo.com.
Cannot communicate securely with peer: no common encryption algorithm(s).
(Error code: ssl_error_no_cypher_overlap)
The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
Please contact the website owners to inform them of this problem. Alternatively, use the command found in the help menu to report this broken site.
Any techies out there understand this garb? Does this have something to do with security settings? And if so, do you have any idea how I go about changing this?

When I receive that error, I only reboot my wifi modem by turning off for a minute then as I turn it on, I will wait for few more minutes till all the necessary lights of the modem turn green. That normally solves my problem.
