Why in the world is FEMA instructing the Houston police on how to deal with riots?
Are they anticipating something that the public may not be aware is coming?

Hi @fedupjane - Well, I know, but I'm not going to say. Houston has been without a decent riot for so long that it takes training now to whomp up a real beauty of a riot. If anyone asks you what is going on, just explain to them that it is the mosquitoes.
