India on rewriting qualification on candidates for general election

It has been pricking my mind that for all public related sectors in India we need to have a basic qualification of holding a degree in any stream and need to go through the process of clearing an entrance exam and other stuffs... I still wonder why India has still not ensured to have a basic qualification and an exam for the people who put nominations for the election.. So will it be possible for India to rewrite the fate of India on bringing some qualified leaders...
