Can love happen twice

So my friend was in a relationship for almost 4 years and due to misunderstanding and lack of love after 4 years, sadly they broke up.. :( Now there is this new girl that he has met, and he says that he started feeling about her. I mean, he is not very sure but she seems to be the one to him. Not sure if love can happen twice
