Paidverts a scam?

I have been with Paidverts over two years now and i only cashed out one time. I have been seeing positive and negative reviews about this site.
I still do not understand this site still, the more bap you get the more money you can make.
I have 22500 bap but yet i still only receive ads that are 5 cents or less, does anyone know about this site or have a account with them?
I feel like Paidverts lies about how much you can make on there.

It is hard to earn on there. I think it is overhyped.

I never heard of that site before. Maybe it's like crowdflower where you have to get to certain amount to get the higher paying ones.

I left paidverts last year, even though I still have around 90000 BAP, I guess the site still running, I got email about new changes few weeks ago
