How do you 'clean' a world plagued with drugs and crime?

I know that there are few discussions about Human Rights here in myLot, I want to hear people's opinions on this matter with what is good for a country in mind.
Our country, the Philippines, has just recently elected a new President. He is known to be notoriously against drugs and will not hesitate to have someone killed, especially those who are big time criminals. He is known to have his City, Davao, free or shall we say, almost, drug and crime fee because of his doings. His instructions are clear to the policemen, kill the criminal of your life is in danger. And to the criminals (drug personalities, rapists and others) do not deal with illegal activities here, leave my city or you will die.
Now that he is the President of the whole country, he vowed to 'cleanse' the Philippines from these drug personalities and other criminals by giving them options, stop what you are doing or your life will stop.
And of course the Human Rights advocate have been very vocal and against this possible bloody cleansing that will happen. The question is this, knowing that a person is responsible for destroying countless lives because of drugs (the big time drug lords), and they still deal drugs while they are already behind bars, do you think it is still deserve to live a life in prison or they deserve to be judged by taking their life away?
My take on this is, I will prefer for them to be dealt with permanently and be taken off the streets. A country can never be free of crime if those perpetrators are still there, alive and encouraging and doing business behind bars.
These criminals are not afraid to take a persons life, and they will take it whenever they have the chance. When a policeman dies, Human Rights advocate are nowhere to be found. But when a criminal is killed. Human Rights advocate are crying foul as the person 'should have not been killed'.

they're just not so credible anymore...not unless the suspect is infact innocent or victim of frame up by cops.
