My Son the Puppy Thrower

Yesterday I finally took my son to see my best friend and her family at their cook out. They have a chihuahua puppy and it was the first time my son had seen a chihuahua. He is usually so nice to all dogs, but I think since this one was so small he was just not realizing he couldn't be as rough with it as our bigger dogs. He eventually left the dog alone so we figured he was done trying to play with her. We were wrong.
While the dog was laying in her bed on the stair case my son saw her and went to grab her. She was next to an elephant plush so those who saw him reaching thought he was going for the plush. They realized too late he was going for the dog and when they reacted, my son threw the dog of the steps.
The dog was not at the top of the stairs, these stairs were the kind that after the first 3 has a little like platform and then the stairs continue in another direction. He threw her from that platform. What I think may have happened is he wanted to pick her up, but since we told him to leave her alone he knew he wasn't supposed to and when he saw everyone getting up to take the dog he threw it in a last ditch attempt. He does the same with items he knows he isn't supposed to have.
The puppy is not like super young puppy who can barely walk, that would have been way worse. She is almost like teenage puppy, not full grown but not baby. She ended up with a broken paw and i cried so hard because I felt so bad. I told my son what he did was wrong and that how he treated the dog was bad. He's only 2, but that is the only way I could get him to understand what he did was wrong.
