who is responsible for eve teasing??

Its purely mistake of every one those who are doing it and who are encourage it, its not coming from small cloths or from status or from locality, its coming from our mind sets , if every one will think as a humanity these things will not happen, now a days humans are not treating humanbeings as a humans

Actually i don't have an answer for this, But why cant boy keep quit without doing anything.

It's a problem which has been created by a change in social mores and customs brought about by the assimilation of foreign behaviours by a certain section of society. The solution is difficult because it involves the re-education of people who have been brought up in the existing traditions of acceptability. It is incorrect to 'blame' either the new standards of dress and behaviour or the traditional standards which make those raised with those values perceive women who wear provocative clothing and go around alone in public as 'inviting advances'.

@viviankr96,I would like to say it's the parents who didn't develop respect for girls in their son's heart.

It's surely ones own company and mentality that makes him do so. People don't even think of the consequences before eve teasing, they think it is fun to do so, but it is not!
