this reminds me of a beautiful answer I had once read on quora, here it goes-
People can love a particular flavor of ice cream, without "caring about" the flavor. And people can "care about the outcome of a political election" without loving anything about it at all.
Both words are used in many different ways.
But in context to the question you have asked, caring for your girlfriend is nothing but a way of loving her. :)
