Does Delhi Deserve Rain?

15 minutes of rain exposes the incompetence of all the civic agencies in the metropolitan city called Delhi which is the capital of one of the fastest growing economies of the world. But what do you call growth?? Is it the capacity of people to buy big houses, big cars, eat in expensive restaurants or go for a lavish trip? But what about the educational standards, their patience level, their courtesy level, their concern for others and the concern for the city. 15 minutes of rain in Delhi exposes all that. The sewage system halts, the roads become sewers. The big Cars and people wade their way through at the speed of a snail. The traffic lights stop working, the people driving vehicles start disobeying the rules as there aren't any in absence of traffic lights. More over the concern for other commuters is lost and what results in a total havoc. I don't think Delhi deserves rains anymore.
