How to handle an unruly child?

I am a guardian of this child, a longways relative of my partner. She is really quite hard to train. When you say rules or things she shouldn't do, she will probably do it. When asked why she breaks rules, she just shake her head and started crying. She's now 9 years old.We tried to provide things she needed yet still really hard to manage her. I almost want to give up and send her to her grandmother.
Is there any way I could probably teach her the right values?

Teaching children right from wrong starts from the day they are born so now at 9 years old it's going to be very difficult to teach her these things. She is probably stuck in her ways for the most part. One thing you could do is take away things she enjoys doing when she does something wrong and don't give in! She's going to need consistent discipline. If something is not okay-it should also not be okay to do tomorrow.
