Public Computer Stations and the people who abuse them

How do rude people justify being loud and annoying?!?!
Like many broke college students I have to rely on the computer lab and the library for pc usage. Aren't there a standard set of ettiqute for using public computers?

its a pity to know people misuse them depriving the actual needy ones
