How to achieve smoother skin?

I've been jealous of people born with a great smooth skin, I was born with skin asthma and getting smooth skin has always been my dilemma. I live in a tropical country and I wasn't born rich to get all the luxuries in the world.. is there any cheap way to get smoother skin?
