Getting rid of disabled persons

A man in Japan entered a home for the disabled and knifed at least 19 to death, and injured another 25.
This happened in a very peaceful small town.
A few things are remarkable about this incident.
1. This town has very low crime rate. The last murder took place ten years ago before this mass killing.
2. This man had worked in the facility for a number of years. He has no problem with the patients.
3. He had openly said and wrote that he wanted to get rid of the disabled, and that the disabled should be allowed to get enthanized.
The police had sent him to a mental hospital. However, he was released after a doctor deemed him safe enough to gain freedom.
Fortunately Japanese are not allowed to hold guns, else the death rate will be very high.
A knife-wielding man broke into a facility for the disabled in a small town near Tokyo early on Tuesday and killed 19 patients as they slept, authorities said, Japan's worst mass killing since World War Two.

That's what makes it so strange.
He has been working there for 4 years and yet he never talks about killing the disabled.
in fact, he has so many chances to do so if he wants to.
He could have just stayed back late one night, citing work reason, and he could have hidden a knife in his office, and just killed the disabled persons.
Yet he did not do that when he was working there.

@Hanyouyomi Japan is definitely a very peaceful country with friendly people.
When things go wrong, they go horribly wrong.
Hard to imagine a place with just one murder case ten years ago, and now they have a mass murderer in the village.

One newspaper article mentioned that he tied up two guards, and in this facility, he apparently knew his way around, and the roster of the caretakers.
If he took the uniform of the caretaker and disguised himself as one of them, they would not have taken notice of him.

This act was Insane. The man should be taken seriously. How anyone on this Earth can harm those innocent people.

For a country with such low crime rate, as in only one murder case that happened 10 years ago, it is reasonable not to expect such mass killing.
Since that guy had worked there for nearly 4 years, and he had not shown any hatred towards the disabled, they will not take him that seriously.
I think the lapse is when the hospital released him but failed to inform the police about it.
