Looks like maybe some image that was pre-installed on your phone. I know I have pictures on mine that I didn't take, so that is the only thing I can figure out.

Probably in Japanese community. If I see dragons, I would think it's in Chinese community. In Japan or China or in other countries where they live. I could see similar views where Chinese live in the Philippines.
