What do you think they are doing?
For all we know, they're just talking. Planning about life in general. Their goals, targets, next adventures.
The way I see it, people tend to give meaning to everything they see or hear, regardless of knowing what's real and not. Worse, intelligent human beings like to overthink and end up giving malice and innuendo to create more drama in a heavily scripted world.
Funny how a picture can evoke such emotion. lol

Funny yes but there is a great deal of truth there. I have not observed enough fish behaviour to draw any conclusions from just this picture.

It is an intersting photo, haha. Um, my guess is one looks like they just got in trouble and the other looks angry...possibly, someone forgot to take out the garbage? Yeh, you said something about overthinking things...and that seems to fit, because in my mind they've already gotten names and jobs;).
