Instead of creating a new one, why don't you screenshot the error message to Paypal. I think they can resolve the issue without you having to create a new one.

@IlijaMarkovski Then you can ask them to help you close this account, and open another one. it is easier that they do it from their end.

Don't think you can resolve it. All they'll say is sorry.

No idea. Asking ID is normal thing though, most of the account holders are being asked SSN or their local national ID.

But our national ID is yet to be implemented. I can't get an ID number even if I wanted to

WOW, that is new, makes me realize that I shouldn't make a new one if they will require you some valid ID that I may not get.

I had no problem with IDs. We can get SSS as self-employed or voluntary member and get a Passport even if we don't travel.

Yeah. And the national ID thing is yet to be implemented. So can't get any

We are not allowed to have more than one account in paypal. You have to revive your old account.

Why do you need another Paypal account?

My only means of income is through doing online stuff. My current paypal has been limited.

You should contact PayPal Support. It is against the Terms of PayPal to have more than one PayPal account (except under certain very specific circumstances).

I already did and I think what I got is nothing more than an auto response

National ID can be Driver's Lic, SSS, Passport, etc. as long as the ID has a country flag

Gosh I have no clue how to fix that unfortunately. Maybe use the "contact us" on paypal and ask them what to do.
