So in Ontario, we're paying a tax...on a tax?

I realize I am writing this about a month or month and a half late...but I kinda wanted to let the issue settle in my mind for a while to see if it ever started to make sense...aside from it being a tax gouge...
If you're not from around here, we have a new carbon tax on fuels...but the story broke a while ago that there appears to be, a tax on the tax.
After the story came out, the premier of Ontario, Kathleen Wynne kinda went into damage control, talked about how she was doing what she could to save the environment, and maintained that her government would continue to maintain a high level of transparency.
For some the statement is kinda akin to her saying she would do things to help low income families with their soaring power bills-if you are curious about the form that help came in, it had to do with raising another charge on everyone's electric bill, including the low income families, to give them a slight rebate.
In some people's opinion, the entire statement that this was to help low income families, was in reality, another method of income for a utility which has a very bad reputation of double billing customers, incorrect billing procedure and even when smart meters are in place the company still at times has used estimated readings which have gone above what is documented usage, and frankly...well, let's say that, a lot of customers here are not happy.
If you live in Ontario, do you believe her?
If you were from a low income family, would you feel insulted that you are used as an agenda?
A lot of ppl tell me their problems...a lot of those ppl are low income families...and a lot of them simply do not believe her.

I don't know the ins and oouts of it but politicians and business people are sneaky and if they can tax or bill you any extra they'll do it.
I'm pretty lucky that my bills are low as I live on my own.
I pay £43 per month for gas and electric and have lived here since 1st June and so far I'm £53 in credit which is good as in the winter the bills will go up.

That's the thing that kinda scares me to be honest, the winter...like, this is Canada, and the ones who are going to be hurt the most are the ones who can't afford it...I honestly have no clue what some ppl are going to do.

@HebrewGreekStudies your govrnment should subsidise people getted their houses properly insulated and mabe give tax benefits to solar companies to make their products cheaper.

Yeh, and that's the thing, if it was an honest reason, I think ppl in general wouldn't feel so bad, but when they feel repeatedly lied to, and when those lies are silly...we can't do much here, because they have a majority government.
