It is 13 years old in my country, but minor children are judged by special courts with some specific rules. The most important being that the trial is closed/not opened to the public and that the name of minor children convicted cannot be given by the media. It is made to give them a better chance of social reintegration. Before 16 a minor does not go to a "normal" jail, but into a custodian educational center : school is mandatory until 16 here. Before 13 they can be placed also in an educational center or a care center, but it is not a criminal penalty.
Recidivism is very high among minors, and these courts are often judging the same children again and again...
