Lowering of Minimum Age of Criminal Responsibility (MACR)

It is 13 years old in my country, but minor children are judged by special courts with some specific rules. The most important being that the trial is closed/not opened to the public and that the name of minor children convicted cannot be given by the media. It is made to give them a better chance of social reintegration. Before 16 a minor does not go to a "normal" jail, but into a custodian educational center : school is mandatory until 16 here. Before 13 they can be placed also in an educational center or a care center, but it is not a criminal penalty. Recidivism is very high among minors, and these courts are often judging the same children again and again...
