Maybe they would find stolen items more often in my country if they had a bonus

I find this incomprehensible : we pay taxes to be helped by the police when needed, and I do not understand why you would have to pay again to get back your jet ski. What is the reason ? It was double-parked in the middle of a lake and got fined 
?

??they wanted us to pay for them storing it for the time they had it before contacting us and for them towing it to the facility where they were storing it.
