It's true in my area, at least. There is minimal public transportation around here, and the community is not particularly friendly towards bicyclists.
I see that you've tagged this "car is option to impress the family." I think that might be a bit of a misconception. While it's true that a lot of people do consider their car a symbol of status and/or wealth, but really: it's a tool that will take you, your passenger(s), and your belongings from point A to point B. Do you have a need for a lot of room for passengers and cargo? An SUV (or even a hatchback) might be a better option than a sedan if that's the case. But if you probably won't be driving others around, and you don't need a lot of room to carry things, the sedan might fit your needs better.
With regards to the question of new versus old, I'd base it on your mechanical skills. Can you do basic maintenance on a vehicle like changing its oil, replacing a fan belt or brake pads and shoes, or a bad alternator? Would an older vehicle come with any guarantee, or part of the original manufacturer's warranty if it's not more than a year or two old? How much money would you be willing to spend on repairs if it needed them? If you don't want to deal with headaches, buying a car that's covered by a warranty would be a good option. If that's not available, perhaps you would have an easier time with a new vehicle that wouldn't need major servicing for several thousand kilometers.
Really, it's all about what fits your needs and your budget.
