My brother who has autism is having a hard time getting a visa :(

I have a brother who has autism. He was diagnosed non-verbal autism when he was 2 years old, now he is 12 years old. A few years ago, my family migrated to another country and they were trying so hard to petition him. They applied him a resident visa twice I think and he always gets rejected. So my dad decided to apply him as a tourist (seems the easiest way to be approved) and yet he was still rejected. Now for the 4th time they are still trying to apply him and I told them to just let go and move on even if it's hard because still in the end, there's a chance that we'll just waste more money in the long run for nothing.
