Hi!
You should start by showcasing your work to the public. If you are a coder, try codepen, freecodecamp, bento, github and build your portfolio.
Share the links of what you build and work on suggestions if any. Start a blog and write about it, if possible, teach it to help others.
Maybe you are already a member of freelancer.com if not, join and see if it helps.
Also check out jobs.problogger.net they have some freelancing jobs there.

There's a lot but of course it depends on your qualifications and available tools. Since I am only on mobile I only join mobile friendly sites. I am reviewing recorded phone calls at Humanatic.com and blogging at bitLanders.com. I also tried Fiverr before but Humanatic and bitLanders are easier for me.

Check Upwork (formerly Odesk/Elance). It has lots of fixed-price & hourly based projects for freelancers.
