Both are bad when a driver answers a phone call or text messages while driving, which is considered to be an irresponsible behavior or action for not only the driver himself or herself but to the passengers as well. Traffic accidents are easily caused this way. So for the safety, I think that there should be laws banning drivers from making phone calls and texting messages while driving.

Texting is statistically worse, I believe.
It's not illegal here in my state, although at least one city has chosen to outlaw it.
There's a video on a couple of the sites I use that shows a cab driver pretending to drink and drive, then driving distracted by texting. It's interesting to see the passengers' reactions to the drinking versus the texting... Some of them force him to pull over and let them out, but nobody seems upset that he's texting.
Regardless, neither should be done, but it's interesting to see the way social perceptions affect reactions.

Had a quick look and here in the UK it seems a few organisations feel that texting is at least equally as dangerous as drink driving.
Here the penalty for drink driving is a minimum one year ban but for texting it is currently 3 penalty points...you can have 12 before being banned.
