Flaking lips during the Christmas season

Whenever the Christmas season is approaching, my lips is becoming flakier and drier. Sometimes, due to dry skin, it will cause a sting. This is possibly due to the cold weather.
I usually use a Nivea medicated lip balm to fight the dry skin. But sometimes, it is not enough.
Any advice on flaky lips?

Drink a lot of water and use lip balm in the morning and before bed time.
