Just a few ideas...
a. Organize a marathon or car race on the day that voting would be ...passing through the city on city roads and highways ...with a very high reward...for the loser.
b. Offer concessions in different hotels (you pay upfront) for different ceremonies;
c. Show latest released movie ON TV, which as per spoilers seems to be the best movie around on the day of the election.
d. Hold artificial revolvers around at voting booth....scaring people away..
Those seem to be only ways of preventing people from holding the dreaded voting day..

Do people need incentives to abstain from voting? And what's your motive behind such plan, too?
As for the means to stop people, I know. Offering few pieces of pickles would do the trick for you.

I am not sure that d) would be legal.
Why would you not simply pay them to not vote ? While paying people to vote would be probably considered illegal, paying them to not vote is certainly legal, at least in countries where voting is not mandatory.

Why do you not want people to vote? I know friends who went and insteadof voting for Clinton or Trump they voted for other people. The other people would not win but it wasn't helping Trump or Clinton either.

My friend, in the Philippines those things do not work. Why? It is because voters, especially the poor and not so poor, are bought by politicians. By all means they have to go to vote rain or shine; otherwise, they "kick the bucket" after the election.
