Writing for an actor/actress or searching for him/her?

As a film writer/director I often ask myself this question. Should I write with someone in mind, adapting important aspects of the character to the actor I want to take the role? Or should I put more effort into finding the right actor for the person running around inside my head while I'm writing. I've tried both ways. No conclusion.

I'm in no way connected to the film industry but if i was a director or scriptwriter, I'd definitely write with someone in mind. Of course, that person will be my top choice to portray the role but I'd keep in mind that these are professionals so anyone who gets the role would have passed an audition and would have earned the merits of playing the part.
