Should the intelligence of students be tested by exams?

Actually I'm confused since i was a child. I don't understand how can someone say he or she is intelligent based on their performance in exam. One can top in exam but is a dumb actually. Other can fail but is actually has so much knowledge. And many of my friends who are actually average in studies are now in better positions than who actually stand out to be toppers. And i donot say that average students are most successful. Here my discussion is not about average and toppers but all about intelligence and examinations. My point is that intelligence cannot be measured on the scale of exam. And success is different to different people. It is uniquely defined for everyone's life.

For me, exams do not test the intelligence of students.
Exams are used to measure or to tell if the students really learned the lesson.
The score tells if the students listened to the discussion, understand the lesson clearly, or reviewed the lesson prior to the exam.

@TheInvisibleMan I agree but not completely because there are people out there who take exams seriously and exams mean a lot to them.
