First step in getting through paper clutter

Paper is so easy to accumulate but, why do we hold on to some things? I realize that some things are treasured momentos that are close to your heart, pictures, childrens drawings, love notes, etc. I'm talking about all the other junk. Why are we saving it for a rainy day? My tip is to buy a shredder and set a goal on how much you can realistically go through in say a month.
I've heard to make 3 piles;
1. Keep
2. Give away to someone in need or your favorite charity
3. Shred

I make scrapbooks, I make art journals. I have tons of papers at home but no clutter.

The shredder is my enemy. As a writer I have a lot of paper clutter but I could never shred anything. Also...shredding is not that great, why not just tear up sensitive information and recycle the rest?

@countryrose I guess so. I just know recycling plants hate shredders haha
