Who are the real bad cops?

There are good cops and bad cops. Good cops do the right thing all the time. Bad cops come in two different forms. One is the maniac/coward that uses excessive force and learned prejudice to execute his duties. The other bad cop is the one that observes it and does nothing about it. The latter are the more dangerous ones because they usually are in the positions of power (Chief of Police/Head of Internal Affairs). When these criminals get indicted, then you will see a change in how police conduct their business.
