It is better to celebrate on February 28. For the reason, it is on the same month, shouldn't be on the next month.

Logically, as they were born on the day after the 28th of February, they should celebrate their birthday on the day after the 28th February whether that's 29th February or 1st March.

Oh the leap year babies that is a tough thing its almost as bad as being born on a big holiday and getting a combo gift you feel ripped off.
