I have a neighbour and he has two kids.He underfeeds them,he beats them and punishes them very hard.All my neighbours are terrified.What should I do?

Call the local department of children's services (in ohio, it's (216)696-KIDS - don't know where you are). You don't have to give any of your information, and even if you did, you can rest assured, he won't be told...all they will say to him is "The annonymous caller stated..." - they don't even specify "he" or "she" when they reference the caller.
