Punishment for child abusers

I am new to this site, and not really sure how to start a discussion but I thought I would start with this one. I want to get everyone's views on a news story that happened in my small town in Dec of 2016. A 3-year-old girl was taken by ambulance to the local hospital and was pronounced dead upon arrival, The doctor at the hospital pronounced it a homicide and called the police. When they did the autopsy on this child it showed that she suffered from blunt force trauma to the abdomen. She also had other injuries that were healed or in the state of healing. Upon investigation, the child's mother and boyfriend were taken into custody. Both were charged with Murder in the first degree. Rumor has it that the boyfriend is saying he had no knowledge of this child being abused. He had been with the mother for about six months. They are due to go to court in Sept because they both pled not guilty. My question and the question on everyone's mind in our town is HOW DO YOU NOT KNOW that a child is being abused to that extent. And why would people not report it to the police? I believe in minding my own business to a point, but when it affects another person's life shouldn't we step in and do something if we can?

I guess if the child was never seen outside the house it might be possible to not know. However the 'new' guy should have known. And welcome to myLot.
