In many restaurants in Indonesia -- not the ones in malls or hotels -- plain tea and pure drinking water are free. You only have to pay for the food you eat. Other drinks like sweet tea with or without ice, coffee, and fruit juice are not free.
What is it like in your country?

Lol!
My first thought was that it's amusing that you post about this when just this morning, I heard in the radio that someone commented about the loss of drinking fountains in mall food courts so that people will be forced to buy bottled water or whatever drinks are being sold there...
But then I suppose it is the same in your place because you did mention "not the ones in malls or hotels".
So, come to think of it, yes, water is given for free in most restaurants here, I believe.

Some Chinese restaurants offer free tea. Almost all restaurants/fast food chains offer free water.

In U.K nothing is free except when you drink it from the tap.
