When you post a new discussion it will have a little thing that says enter up to five tags seperatied by a comma, just put them there.

Boy, that's obvious. I know they say there is no dumb question...but I'm sure about that one...I should have figured it out. I was just thinking that space was if you wanted to share a link. Thanks for the help!

you can tag responses and comments too although most don't bother.

They are tags as everyone has said. You can enter the words in the box found above the respond button

as others have said, they are called tags. me, personally, i use the topic/content of the post as tags. for example, if you edit this post to add 'mylot' 'tags" "tagging" as in the box provided, then resubmit, posts with the same tags will show up on the right side of the page. if there are no tags, it's just white space. it can help with attracting later responses and comments to an old post.
