Strategic timeout in IPL, does this really help the game?

Cricket is not so fast game as football. but T20 is fastest form of cricket. In IPL we have 2.30 min breaks called strategic timeouts. 2 breaks per innings so total 4 such breaks. Do you think this really help in stategy discussion or is it just for advertising and making money. The flow of game is definitely halted because of them
