Problem with Labrador

We have dog Labrador on a village, he is great dog always happy when we came on a village. I don't have expirience with another labradors, please help who can! He after turned 3 year old start to scratch like mad, we are go to veterinarian many times but all injections was just temporary healing. We are change diet, now he eat just sensitive food with fish and rise or similar but scratch continue always in spring and summer. If you have expirience with labrador or any other dog with similar difficulties please share with us!
