Personally I think it's an overkill to issue a travel alert that covers the whole of Europe.
The previous travel alert ended in February, and now they issue another travel alert.
This travel alert basically means that insurers can get out of paying out travel insurance claim for those who go to Europe.

The U.S. State Department issued a travel alert for Europe on Monday, saying U.S. citizens should be aware of a continued threat of terrorist attacks throughout the continent.

Europe is still safer than America, its just not called terrorism when its done by white people here in this country.

Travel insurers in US will say that the US residents are not supposed to be there, since US has already issued a travel alert for Europe.
So if you have a flight delay or anything, they can avoid paying by saying that you should heed the travel alert and not travel there in the first place.

No matter who we are or where we travel, there is always a chance that something bad will happen. Guess we can't stop living because of something that may or may not happen @scheng1

This travel alert will only benefit the insurance companies.
If someone from US travels to any part of Europe, and become a victim of violence, the travel insurance can reject the claim for medical expenses.
The reason is that US has issued a travel alert, and that tourist should not even go there in the first place.
