Do You Always Criticize, Condemn or Complain?

"Do not criticize, condemn or complain" is among the Fundamental Techniques in Handling People according to the book "How To Win Friends And Influence People" by Dale Carnegie published in 1936.
He said in that book that "To handle people well, we must never criticize, condemn or complain because it will never result in the behavior we desire".
Is that statement still true, valid, effective or relevant in the computer age?

Some people are like that. All they have to do is to complain, criticize and condemn. Such people spread negativity and nothing else.

It could be on a case-to-case basis, depending on the situation like when someone is stepping on your rights already! You can complain.
