in my country a 14 years old girl lost her eye-sight due to the use of mascara. it's true that the product was cheap but shouldn't there be at least a fine for the people who sell such products?shouldn't they present some safety certificates? that girl is mutilated for life

I'm pretty much shocked to hear this news.
There has been concerns of using strong chemicals in the manufacturing of cosmetic products. Not are they harmful but some of them are carcinogenic in nature. It's more beneficial to use natural products. And yes, it's also essential that the manufacturing companies are particularly investigated while giving them licenses to produce a certain product. The safety of the common populace cannot be taken so lightly. And there should be closer scrutiny on the product quality measures that are utilized by the cosmetic companies. If any company breaks the rule then they should be penalized for their actions.
