In my opinion it is both. Lord knows we all make mistakes and we have chosen to make a mistake because we thought we might gain something from it.

It's a choice and will always be.
I told my partner once about cheating that if ever he'll do it to me, I will not accept reasons that it is a mistake. Temptation is everywhere but it will always be up to him whether to bite it or not.

Cheating is a choice and of course a mistake too. Both comes together. Whatever we do, it is always our own choice, and we should know that to cheat someone is obviously a mistake.
