Why teens still not wearing helmets

This is a common scene in Malaysia. You can see teens not wearing helmets when riding a motorcycle in housing areas. Even the pillion rider are showing off their excellent hair flowing with the wind , without the bike helmet. In the evening, I saw a couple of male teens , in the age ranging from 13-15 years old, not wearing helmets as they ride on motorcycles to nearby coffeeshop for tea. They had broken three rules; they are underage, they do not have the bike license and they are not wearing the helmets. This is a very dangerous act that should be taken into serious consideration for the parents themselves and the policemen on routine. Since they are teens, parents should take them in hand, discipline them about safety on the road. As for the police, I wish they would at least bring the teens back to the police station and get them to ring up their parents to pick them up. At least they know what their teens had been doing!
