Police Brutality

I have watched enough clips of police officers mishandling citizens. The one I watched last was of a woman carrying her baby and the cops were busy trying to handcuff her and in that struggle the lady lost grip of her baby the poor baby was sent flying and it hit the floor so hard you could hear its fragile skull hit the ground. I was heartbroken and I ask myself Why?? Is this really necessary? Some will pull out out their riffles and shoot someone with their empty hands raised up high. But why though?
