It is unfortunate you did not indicate the country wher you live. I checked your profile it indicates "not selected". If you are living outside UK or canada, i will advice you do engine search to go the website of your preferred university and read their admision requirement for international student.
In some case you may be required to get a supervisor first in the chosen filed before your admission will be confirmed. Be prepared to choose a very good topic and show the capability that you are a master in the field. You may apply online on their website but have to post the hard copy of referee form ususlly more that two referres are required.
Also check whether you have the academic requirement of the particular university before you proceed on application.
Moreso, it will be advisable to order for brochure of the school as it is free i most cases.

In the UK at least you'll need to attent a University for the chosen subject you intend to get a PHD in.
