What do You Look For When Joining A New Website?

My criteria when joining a new website is; The payout level can I reach it without referals? Points are these optin? Searches are these optin? Cheap links what do they start at and are these optin? If a program I think looks good I join it and test it out to see how quickly I am able to earn. I like to be able to choose my topics I want to receive e-mails on so the more optin the better. So what are your thoughts,tips etc on joining a new program?
