Does this make sense?

I applied for SSD and SSI almost five years ago. It went to a hearing in May of this year after already being denied for SSI, which made no sense because I had no income. In October of 2016 Social Services finally awarded me a small amount of monthly money until the decision came forward for the SSD. In August of this year I got a decision decree signed by a judge stating that I was approved for both SSI and SSD but only from July 9, 2016. That I could not be considered for disability till I turned 55 on July 10, 2016!
I have told you previously about my long days having to go to the local SS offices, where I was told I would be getting a check from them in October and that I would be receiving an awards letter in about 3 or 4 days. I finally got the awards letter from SSI only stating that my SSI checks for October 2017 thru the future are $0!!!!! It proceeds to tell me that the back pay could not be done for the month of July 2016. Therefore they totaled the amount from August 2016 to September 2017 and that amount will be subtracted from the back pay amount from SSD. Also the little bit of monthly money that I got from Social Services will also be deducted!
Why are they subtracting money from SSI that I never got?

Doesn't make sense.I had heard that they no longer pay people the amount of money they should get for past for waiting and all. Could this be money you were going to get but just hadn't gotten yet?

I'm going to a class on social security next week so, by reading all these comments, I'm going to pay close attention. Guess you can't simply rely on this.
