Well it goes hand ir hand but for me nothing beats hard work and dedication. Do you agree ?

To me the words are differrent in meaning there is to work hard and work smart so when combined is working hard in a smart a way.Thats my understanding

Combination of both will create a successor. Work smartly in a hard way. When you are presented with the work, find the smartest solution to the work, and that by itself is working hard, to get a smart solution. Smartness in work will save finances and effort.

Baby steps is the way to go. Japanese call it kaizen, and it implies just small incremental changes. Try to save $2-3 a day, or learn a couple of words.
When you do something over and over again, you'll choose the more economical form of it, automatically. So do not worry about being effective, it will come with time.
The issue for working hard, or for setting high goals like losing 20 pound or saving $30,000 in one year is that they are so demotivating. In general just try to do the minimum amount of work for reaching your goal. Just jot down on your calendar that you will work out 5 minutes, or learn during 10. You'll see how effective this is against procrastination
