Annoying Rooster

I live in the city, but somehow.. my neighbor has managed to raise a rooster. I'm a light sleeper so this rooster tends to keep me up all day and night. It will crow all day and night.. non stop even in the afternoon it will still crow. As I'm typing this right now, I can hear the rooster crowing. Has anyone else experienced this before? Either this rooster is super lonely or it's broken lol.
