Green Tea Experts I need your advice

I'd like to get some advice from anyone who is knowledgeable about loose leaf green tea. I brew green tea every morning for my breakfast, but I don't always succeed in getting it right. Occasionally the tea leaves do not unfurl in the hot water; they just sink to the ground of the pot and do not infuse the water. It stays clear and taste-/scentless. Does anyone know the reason for this? I always use the same pot and the same type of tea, the only variables I can think of are water temperature and water hardness. Please advise if you know the answer to this riddle or if you've experienced the same. Thank you.

I have a specific tea pot to make green tea, it has a small filter where I add the leaves before pouring the water. The filter prevent the leaves to sink to the bottom of the pot.
